The Head of Collection Development and Management


The Head of Collection Development and Management is responsible for leading and managing a program to provide a 21st Century research library collection advancing transformative teaching, learning, and research at the University. Exercising collaborative leadership and leveraging a growing portfolio of multi-institutional partnerships and initiatives, the Head is responsible for developing strategy, advising library leaders, making decisions, and creating processes, programs, and projects for the Ohio State University’s diverse and extensive print and licensed electronic collections. This is a tenure track faculty position. 
Responsibilities
Leadership
Leads program efforts critical to the Libraries' collection strategies such as building and stewarding distinctive collections, shifting collecting focus from print to electronic resources, periodic and on-going review of continuations, and selection decisions for relocation of print materials and de-duplication.
Provides leadership in developing and implementing collecting and fund management strategy in alignment with the University’s needs and the Libraries' strategic directions. Provides guidance to enhance fund managers’ selection, collection development, and collection management capabilities and ensures that allocated funds are managed appropriately and serves as an interface between collection managers and technical services.  Provides leadership and coordination for collections-related projects and initiatives.
Chairs the Collection Development and Management Committee, organizes the quarterly Collection Managers Forum. 
Fund and Budget Management
Works with Acquisitions and Business Office (Acquisitions Accounting) and Libraries Collection Budget Working Group to facilitate effective and appropriate use of all funds in a materials budget of over $14 million dollars.
Advises the Associate Director of Collections, Technical Services, and Scholarly Communication  on materials budget  allocation and management.
Monitors and advises on management of all central funds in the materials budget and may be designated to manage special purpose funds and selected endowments.
Collections Assessment
Develops programmatic capacity to assess collections and usage of both print and electronic resources. Conducts data analysis to inform collections strategy and applies data to collections decisions. Promotes and supports fund managers’ use of data to enhance collections decisions. Common analyses include within-discipline and cross-collections collecting and purchasing patterns, usage patterns, and publishing patterns and changing processes for the creation of scholarly content.
Outreach around OSUL content
Provides effective and consistent communications with campus constituencies regarding the library’s general collections.
Partnerships with other libraries are integral to collection development and management strategy for OSU Libraries. Engages with other campus libraries, leads OSUL participation in the OhioLINK Cooperative Information Resources Committee and other OhioLINK groups as appropriate. Represents OSU Libraries as appropriate for initiatives with CIC partners, CRL, OCLC Research Libraries Partnership, HathiTrust, et al.
Reporting and Supervision
This position reports to the AD for Collections, Technical Services, and Scholarly Communication but must work actively and collaboratively across all library divisions. 
Interviews, hires, develops, supervises and evaluates program staff (currently 1 permanent staff and 1 term staff).
Evaluates organizational structure and staffing in the context of the Libraries’ and institution’s needs and implements changes that enhance productivity, innovation, and collaboration. 
Scholarship and Service
Builds and maintains a research program and service profile related to library collections. Presents and publishes in appropriate venues in order to raise own and Libraries’ profile.
Qualifications (Required)
  • ALA accredited MLS/MLIS degree.
  • Minimum of two years professional experience in building and managing library collections in print and digital formats, including management of funds.
  • Knowledge and understanding of 21st century collections issues, emerging practices, standards, and trends relating to collection development and management in an academic or research library environment.
  • Demonstrated ability to develop and implement strategy in developing or managing library collections including ability to align strategy with local priorities and evolving multi-institutional cooperative environments.
  • Demonstrated ability to work independently, as well as collaboratively, plan, coordinate, and implement effective projects.
  • Excellent communication and interpersonal skills, both orally and in writing.
  • Excellent organizational, analytical and problem-solving skills.
  • Ability to meet the requirements of promotion and tenure; commitment to professional development and service.

Qualifications (Desired)
  • Evidence of potential to lead change.
  • Demonstrated competency in analysis, budgeting and planning, assessment and evaluation of library collections.
  • Demonstrated ability to contribute effectively to multi-institutional collaborations, especially involving library collections.
  • Advanced skills in statistical analysis and research design.
  • Familiarity with e-resource licensing and copyright issues.
  • Supervisory experience.

Rank/Salary
This is a full-time, permanent, 12-month tenure-track faculty appointment. Salary and faculty rank are dependent on qualifications and experience.
